Meeting in an extraordinary session in the capital on April 7, 2026, the National Tourism Council set an ambitious tone for the sector.
Chaired by Prime Minister Joseph Dion Ngute and attended by several government officials, including the Minister of Tourism and Leisure, Gabriel Mbairobe, the session highlighted major structuring projects—most notably the highly anticipated Enrich Resort City, spearheaded by promoter Sam Tita Fombang.
A Strategic Vision for a Competitive Tourism Sector
As part of efforts to diversify the economy, the Cameroonian government aims to position tourism as a key driver of growth. The session brought together government officials, public institutions, and private sector stakeholders around a shared goal: enhancing Cameroon’s attractiveness as a destination.Discussions aligned with the vision of President Paul Biya, particularly his call for the diaspora to invest in high-impact projects.
Enrich Resort City: A Transformational Project for the Southwest
At the heart of the discussions was Enrich Resort City, a large-scale integrated tourism complex located in the Limbe–Mondoli corridor in the Southwest region.Led by Enrich Hotels & Resorts Mondoli Ltd under the direction of Sam Tita Fombang, the project is designed to address infrastructure gaps while boosting the country’s competitiveness in the global tourism market.
Key components include:Construction of high-end hotelsDevelopment of modern infrastructurePromotion of maritime tourismIntegration of renewable energy and ICT solutions.
Significant Economic and Social Impact Expected
Speaking at the session, Tourism Minister Gabriel Mbairobe praised the initiative as a strong contribution from the diaspora, emphasizing its potential for job creation and economic growth.The project is expected to generate up to 10,000 jobs and significantly contribute to the national GDP. It is also anticipated to drive local development, particularly in Limbe and surrounding areas.
A Three-Phase Development Plan
Enrich Resort City will be implemented in three key phases:Phase 1: Construction of a five-star hotel and conference center, expected to take three years.Phase 2: Development of a 300-bed university hospital along with supporting infrastructure.
Phase 3: Construction of a shopping mall and a cultural hub.According to Francis Melone, a partner in the project, this phased approach will help build a fully integrated ecosystem combining leisure, work, and essential services, with strong involvement from local communities and traditional authorities.
Partnerships and Diaspora Engagement
One of the project’s most innovative aspects lies in its governance model. Promoters plan to mobilize private investments—both domestic and international—while also involving the diaspora and traditional leaders as stakeholders.This inclusive approach could strengthen local ownership and promote sustainable, community-driven development.
A Lever for Peace and Decentralization
Beyond its economic scope, Enrich Resort City aligns with broader national goals of peacebuilding and territorial development, echoing the resolutions of the Grand National Dialogue.
The project aims to contribute to stability and economic recovery in the Southwest region, while supporting decentralization policies.

In his closing remarks, Prime Minister Joseph Dion Ngute stressed the importance of effective coordination among government institutions to ensure the successful implementation of major projects.
